Appointed in January 2021. Terry Nolan served our country in the U.S. Navy for 26 years, including a combat stint in Vietnam, and achieved the rank of captain. Following his Navy career, Terry served as general manager of the Highlands Ranch Metro District for more than 24 years, where he worked for the organization’s elected board of directors, led Metro District staff, and was responsible for managing many community services provided by the organization.

Appointed in January 2020. Suzanne Burkholder has a background in business and community engagement. She is currently a professional mediator in conflict and dispute resolution and previously worked for a premium television/video programmer. She volunteers for the City of Lone Tree’s Teen Court, utilizing restorative justice and diversion principles and repairing harm. Suzanne is a parent of three, all educated in Douglas County schools. She’s been a Douglas County resident for 29 years and lives in Lone Tree with her husband.

Appointed in January 2023. Ted Vail owns a Colorado-based manufacturing and distribution business and has also run businesses internationally. He’s passionate about businesses of all types and making a positive impact on the lives of those touched by the goods and services provided. Ted is tech-savvy and embraces web-based technologies for strategic goals. He has an MBA in Finance from the University of Denver. Ted and his family live in Highlands Ranch and love checking out materials from the library.
Zach McKinney

Appointed in January 2023. Zach McKinney has a background in international relations, French, and political science. Now working in corporate software development, he has a passion for the intersection of technology and literacy. Zach and his spouse and two young children all relish going to Douglas County Libraries (and hate leaving). He lives in Highlands Ranch, and when not reading can be found running or biking in the backcountry.
Pam Hampton
District II, Term Expires 12/31/2027
Appointed in February 2025. Pam Hampton has a degree in Art and Business Administration from Western State College. In her accounting career Pam worked in various capacities, including payroll and as a financial analyst and staff accountant. She also operated her own picture-framing business for 20 years, served as the president and treasurer for a multistate trade association of framing professionals, and volunteered on various local committees and organizations, including Parker Chamber of Commerce. Now retired, she lives in Parker with her husband of 42 years.
Taylor Watson

Appointed in March 2025. Taylor Watson is a Certified Financial Planner and currently works as a Financial Advisor. His professional experience includes budget management, risk assessment, and strategic planning. He is a member of the Castle Pines Chamber of Commerce, where he engages with and supports local groups and businesses. He is also actively engaged in alumni activities at CSU. Taylor is a third-generation Coloradan who has called Douglas County home since 2017. He is passionate about the community’s continued growth and success.
Amy Windju

Appointed in February 2025. Amy Windju has a background in international business and international affairs. Having worked as an analyst for various government entities in Washington, D.C., she now works for a global tech company, putting her geopolitical skills to use. Amy's professional experience includes financial analysis, risk and threat assessments, and strategic planning. She enjoys keeping up with current events, skiing, and volunteering in her community. Amy and her family live in Castle Rock.
